Brigadier General McClintock is a native of Newton, Iowa. He enlisted in the Iowa Army National Guard in December 1986. He commissioning as an Engineer Officer through the OCS program in 1992. He has served in a variety of command and staff positions to include Platoon Leader, Executive Officer, Company Commander, Battalion Operations Officer, Battalion Commander, and Troop Commander. He served as the Director of Human Resources for the Iowa Army and Air National Guard, the Army Chief of staff, and the Director of the Joint Staff.

Brigadier General McClintock is a graduate of the Engineer Officer Basic and Advanced Courses, Combined Arms and Services Staff School, Command and General Staff College, and the United States Army War College. He is a Joint Qualified Officer who served three years in an Operational Assignment at United States Northern Command, in Colorado Springs, Colorado. His awards and decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, and the Recruiting and Retention Badge.

Brigadier General McClintock holds a bachelor's degree in public administration and a master's degree in business administration from Upper Iowa University in Fayetteville, and a Master's of National Security and Strategic Studies from the United States Army War College, Carlisle Barracks, in Carlisle, Pennsylvania. He currently serves as the Deputy Adjutant General for the Iowa National Guard.

Brigadier General McClintock and his wife Sara reside in Ankeny, Iowa.
